Press Release: Churachandpur District Students’ Union (CDSU)

Churachandpur, the 27th January, 2011.

Apropos to the news item published in The Lamka Post daily (dated; 23rd January, 2011) on the comments by the T.D. Minister, Govt. of Manipur w.r.t. deputation of Sr. MCS officer (s) to the post of Executive Director (s), DRDA; the Churachandpur District Students’ Union (CDSU) would like to reiterate its stance/inferences in the interests of the general public, under the following points:-

(i) Unlike the Sr. MCS Officer (s), the Deputy Commissioner has the ‘˜magisterial power’ in the implementation, monitoring and evaluation of the schemes/ programmes undertaken by the government.

(ii) Deputy Commissioner is the ex-officio Chairman in the District Vigilance Committee.

(iii) In the implementation of centrally-sponsored schemes/programmes undertaken by the DRDA, the IAS Officer (s) are more efficient and competent, thereby ensuring smooth functioning of the administration, which Sr. MCS Officer (s) are deprived of.

(iv) The Hon’ble Chief Minister himself, admitted in the ATSUM/CDSU-C.M. Meeting (dated 13th January, 2011), that ‘ The IAS Officers are more efficient than Sr. MCS Officers to hold the post of Executive Directors, DRDA).’ (sic).

(v) The Hon’ble Union Home Minister also briefed the C.M. that ‘the cabinet’s decision on Executive Director (s) would be futile in the future.’

(vi) In this regard, the Hill Area Committee (dated; 16th Sept., 2010 & the subsequent official order on 5th Oct., 2010 by the concerned deptt.) also endorsed that the Executive Director, DRDA be the Deputy Commissioner.

(vii) Moreover, as per the central guidelines, ‘˜the post of Executive Director (s), DRDA shall be the District Collector/Deputy Commissioner of the concerned district.’.

(viii) Under the MGNREGS Act, the District Programme Co-coordinator shall be the District Collector/Deputy Commissioner.

(ix) In a nutshell, the CDSU is not against Sr. MCS per se,but that of the policy of the  state government upon the tribals.

In the light of the above stated facts, the CDSU is apprehensive that deputation of the Sr. MCS Officer (s) to the post of Executive Director (s), DRDA will retard the pace in the implementation of developmental schemes, like MGNREGS, BRGF, et al.
