State Likely To Lose Hindi Teachers’ Posts

IMPHAL, Feb 18: On account of mismanagement or misuse of the fund sanctioned by the Government of India for recruitment of Hindi teachers in the State, the Government of India is unlikely to sanction any more posts for Hindi teachers.

Under a special scheme, the Government of India sanctioned certain number of Hindi teachers for a period of five years in States which do not speak Hindi with a view to promote Hindi in these States.

During the last ninth Five Year Plan Period, the Government of India sanctioned 486 posts of Hindi teachers for Manipur.

Out of these sanctioned posts, 94 posts are for Hindi Primary teachers. Of the remaining posts, 100 were posted in aided schools.

After this, 50 per cent of the remaining 292 posts were filled up through promotion while the remaining half was recruited directly by conducting DPC as per recruitment rules of the State Government.

Even as results of the DPC held for recruitment of 146 Hindi teachers have been declared, all the recruited teachers were not appointed or assigned their posts. Only 96 selected teachers were given appointment letters and they were posted as officiating employees.

Salaries for the 486 sanctioned posts of Hindi teachers would be borne by the Govt of India for the first five years after which the monthly salaries should be paid by the State Govt from its own exchequer.

Whereas the Government of India has released the amount necessary for payment of salaries to the 486 Hindi teachers, the State Government has not been paying the salaries regularly.

Though the amount released by the Centre was for payment of salaries to the teachers for five years, the Government of Manipur has stopped paying salaries to the Hindi teachers posted in aided schools just after one year.

Not only that, Hindi teachers posted in aided schools have been dismissed from service.

After this batch of 486 Hindi teachers, the Government of India sanctioned another 200 posts of Hindi teachers. But this second batch of 200 Hindi teachers’ posts has never been filled up.

The amount released by the Centre for payment of salaries to the non-existent 200 Hindi teachers was utilized in paying monthly salaries to 96 Hindi teachers who were posted as officiating employees.

As the amount released for payment of salaries was misused, the Government of Manipur is unable to submit any utilization certificate.

On the other hand, the Government of India is making an intensive enquiry into the matter. As such, it is unlikely that the Government of India would sanction any more posts for Hindi teachers in Manipur, conveyed a source.
