Manipur, First In North-East To Introduce ECS

IMPHAL, Nov 29: For the first time in the entire North East region, Electronic Clearing System (ECS) with which employees can draw salaries from their bank accounts has been introduced in Manipur.

Till date, the benefit of Electronic Clearing System has been made available to around 40,000 employees.

In view of the inconveniences faced by State Government employees in drawing their salaries, the Directorate of Treasury and Accounts took up the ECS as a pilot project and this was introduced for the first time for Treasury employees in November last year, informed an official source.

After the efficiency of the new system was verified with Treasury employees, the same system was introduced to all departments whose employees draw their salaries through Imphal East Treasury and Imphal Sub-Treasury offices in September this year.

The Electronic Clearing System would be further introduced to employees drawing their salaries through Imphal Treasury, Lamphel Treasury and Moirang Treasury starting from the current month.

Out of 1050 Drawing Dealing Officers (DDO) working under the State Government, employees of 450 DDOs numbering around 40,000 have started drawing their salaries using ECS.

Earlier, before this system was introduced, employees could not draw their salaries at a specific time as they have accounts in different banks.

However, with the introduction of ECS, salaries are transferred from the Government account to the accounts of department DDOs for further transfer to personal accounts of the employees without any hassles. As such, employees can draw their salaries at one time together.

With the introduction of ECS, salaries of employees are transferred to their personal accounts on the first working day of every month enabling the employees to draw their salaries at any time according to their convenience.

The Directorate of Treasury and Accounts is working to devise a similar system for pensioners so that they can draw their pension amounts at the same period.

On the other hand, the Finance Department is working to introduce a biometric system in order to collect details of all employees working under the State Government.
