Ibobi, Allaudin Differ On OBC Certificate

IMPHAL, Mar 15: Chief Minister Okram Ibobi and his Cabinet Minister Md Allaudin Khan demonstrated contrasting opinions on the validity period of OBC certificates on the floor of the House today.

This contrast came to light today when Wabagai AC MLA U Deben raised a question during question hour about the validity of OBC certificates.

While MOBC Minister Md Allaudin Khan claimed that there is no validity period for an OBC certificate, O Ibobi who is also leader of the House intervened saying that OBC certificates do have validity periods.

Responding to U Deben’s query, MOBC Minister Allaudin stated that an applicant or a candidate would remain in the status of OBC until and unless his/her annual income exceeds Rs 4.50 lakhs.

There would be no change in his or her status if the annual income mentioned at the time of filling up forms does not change, Allaudin stated.

However, as U Deben continued his queries, the Chief Minister intervened and clarified that OBC certificates have their validity periods.

The Chief Minister further informed the House that people whose annual income does not exceed Rs 4.50 lakhs may obtain OBC certificates.

Stating that this maximum income for an OBC applicant was fixed in 2004, Ibobi explained that OBC certificates would remain valid as long as there is no change in the annual income.

However, OBC certificates which are older than three years are invalid. Earlier maximum annual income ceiling for OBC was fixed at Rs 2.50 lakhs, Ibobi stated.

Health and Family Welfare Minister L Jayantakumar informed the House that two doctors have been posted at Oinamlong PHC, one doctor at Tousem PHC and another doctor at Tamei PHC from among the medical officers recruited recently. He was responding to a query raised by Tamei AC MLA Awangbow Newmai.

Jayantakumar went on to say that building construction of Oinamlong PHC would be completed soon. He also said that the Govt would be looking into the need for stationing ambulances at the PHCs.

Responding to a question put up by Kumbi AC MLA N Mangi, IFC Minister N Biren said that the Government is planning to repair and develop depressed and weak portions of the right bank bund of Manipur river between Ithai Barrage and Sugnu RCC bridge after preparing a detail project report with assistance from funding agencies like Brahmaputra Board during 2011-12.

    Sir,,,
    I strongly don’t apreciate the Airtel Network that is Providing in Manipur…Especially the OINAMLONG AND JIRIBAM is useless becuase most of the time it does not work..Its better to retify soon If not the whole Tower may lost by any agency…This is for your kind information.
