Cuffs On Manipur Rebels- KCP ‘Foreign Secretary’ Arrested In Guwahati

GUWAHATI/IMPHAL, March 3: Security forces achieved a breakthrough today with the arrest of a cadre of Kangleipak Communist Party (KCP), a Manipur-based militant outfit, who was acting as the local conduit of the banned outfit in Guwahati for the past several months.

The KCP cadre, identified as Ingocha Singh, 45, was apprehended by a joint team of the operation unit of city police with the help of the army from the Birubari area in the wee hours today.

On the basis of a tip-off provided by the army intelligence unit, KCP’s self-styled foreign secretary and lieutenant Khumbungam Ayuma Anandha Singh, 39, who has two aliases — Lamphel and Khumbungmayuma Anandha Singh — was arrested by police from a house on Ramakrishna Mission Road late last evening.

Based on his confession, the police picked up Ingocha Singh from another house in Birubari last night and arrested him today. Senior superintendent of police (city) Deepak Choudhury said a case had been registered against the accused at Paltan Bazar police station where they were being interrogated to elicit details of KCP’s plans and activities.

“I do not think Khumbungam Ayuma Anandha Singh was staying in the city for a long time. He may have arrived here from Manipur a couple of days back,” Choudhury said.

Choudhury described the KCP “foreign secretary” as a big catch for the police but declined to divulge details saying the matter was still under investigation.

The duo were produced in the court today and remanded in five days’ police custody.

Though no arms and ammunition was recovered from the duo, a computer, two mobile phones and some incriminating documents were seized.

Another police officer, requesting anonymity, said Khumbungam Ayuma Anandha Singh disclosed during interrogation that the KCP, which was divided into a few factions, had reunited recently and again started working together.

“We are not taking his statements at face value and cross-checking his statements with Manipur police and other intelligence agencies to ascertain the veracity of his claim,” the police source said.

Manipur police sources in Imphal said there was a move for unification of various factions of the Kangleipak Communist Party (KCP), but did not have any confirmed report of actual unification of the factions.

Various factions of the KCP were still operating independently and so far there was no sign that could indicate unification of the factions, the sources said.

The state police are yet to receive any information about the arrest of the KCP leader in Guwahati. “We are yet to receive any information till now,” a senior police official said.

A Manipur police team arrested a leader of the KCP (Mobile Task Force) in Bangalore last week and she was brought to Imphal yesterday.

The police said today Sunita, alias Chanu, Thoubal district commander of the KCP (MTF) was arrested from Bangalore last week and was brought here yesterday.
