Chief Electoral Officer Bans RIMS Recruitment Ad

IMPHAL, Jan 29: The Chief Electoral Officer (CEO) has banned an advertisement for recruitment of some posts in RIMS citing the model code of conduct enforced in the entire Imphal West district in connection with the by-election to the Konthoujam assembly constituency which is scheduled to be held on February 14.

RIMS authority issued an advertisement for recruitment of one Junior Re- search Fellow, one Senior Medical Officer and one HIV Research Fellow (Medical) and the same published in newspapers today.

In a letter addressed to RIMS Director Prof S Sekharjit, Chief Electoral Officer PC Lawmkunga informed that the model code of conduct has been enforced in the entire Imphal West district since January 12.

The model code of conduct is applicable to all candidates, political parties, the State Government and the Union Government as far as the state of Manipur is concerned, the CEO’s letter pointed out.

The restrictions that came along with enforcement of the model code of conduct which would be in force until the by-election is over have been violated by the recruitment advertisement issued by RIMS. The same advertisement should be cancelled and all recruitment processes should be put on halt until the by-election is over, the CEO advised.

The CEO further asked the RIMS Director to intimate action taken report, in connection with the advertisement, to his office.

On the other hand, scrutiny for the by-election was held today and all three candidates were given clearance to contest the election.

Last date for withdrawal of nomination papers is January 31.

Meanwhile, the Chief Electoral Officer presided a meeting with different political parties at the conference hall of Old Secretariat today in connection with the by-election.

The CEO directed the candidates to make their election related expenditures from a separate bank account.

Failure to open separate bank accounts would be counted as a factor for disqualification of the candidates concerned, election officials said advised to the candidates during the meeting.

It is reported that most of the candidates have already opened their separate bank accounts.
