JAC suspends agitation

IMPHAL, Apr 5: Following assurance for an Army Court of Enquiry into the firing by some AR personnel leading to the death of a woman at Thoubal, the JAC formed against the killing has suspended its agitation.

During a meeting between the JAC representatives and Chief Minister O Ibobi yesterday, the JAC leaders were assured by the IG AR (South) that an Army Court of Enquiry would be instituted to probe the case.

The meeting was also attended by DGP Y Joykumar.

In addition to the Court of Enquiry, the AR authorities also reportedly assured that such incidents would not recur.

Even though the corpse of Waikhom Mani has been claimed for performing last rites, the JAC convener L Bimolchand, nevertheless, maintained that they would not call off the demand for removal of the particular AR unit from their present location.

Waikhom Mani Devi was killed when some personnel of 15 AR posted at Thoubal Tomjing opened fire in celebration of India’s victory over Sri Lanka in ICC World Cup in the night of April 2.

By-poll schedule for some local bodies announced

IMPHAL, Apr 25: The State Election Commission today announced the schedule for by-elections to fill up seven vacant seats of members in six Gram Panchayat Constituencies and one vacant seat of Zilla Parishad member.

The Commission has issued a public notification in this regard today.

Accordingly, the by-elections would be held on May 16 from 8 am to 4 pm and the counting of the votes would be done on May 19.

The last date of filing nominations for the by-elections has been fixed as April 12 and that of withdrawal of candidature as April 16. Scrutiny would be carried out on April 13.

The six Gram Panchayat Constituencies where the by-elections would be conducted to fill up seven vacant seats of members are 14/16/3-Mongkhang Lambi GP Constituency (Un-Reserved) of 14/16-Torbung Kshetri Leikai GP, 2/3/3-Leimapokpam Awang (C) GP Constituency (Reserved for women) of 2/3-Leimapokpam GP, 7/17/3-Khurkhul Makha Leikai GP Constituency (Un-Reserved) of 7/17-Khurkhul GP, 8/21/7-Loitang Khunou GP Constituency (Un-Reserved) of 8/21-Phumlou GP, 8/21/8-Loitang Leikinthabi GP Constituency (Un-Reserved) of 8/21-Phumlou GP, 5/10/9-Charangpat Maklang Maning GP Constituency (Un-Reserved) of 5/10-Charangpat GP and 6/13/7-Khangabok Awang Leikai Sorok Wangma GP Constituency (Un-Reserved) of 6/13-Khangabok Part-I GP.

The by-election is also to be held to fill up one vacant seat of Zilla Parishad member of 1-Utlou Zilla Parishad Constituency (Un-Reserved) of Bishnupur Zilla Parishad.

Joy goes bombastic

IMPHAL, Apr 5: Veteran MPP MLA O Joy has strongly condemned the irresponsible behavior of AR personnel which resulted in the death of one Waikhom Mani Devi of Thoubal Nongangkhong Bamon Leirak.

The elderly lady was hit by a bullet when the AR personnel opened fire to celebrate India’s victory in the Cricket World Cup final on April 2.  O Joy lambasted the firing as an act of indiscipline, bereft of any control. It is natural for every Indians and Manipuris to feel proud and elated when the Indian cricket team won the World Cup.

“But how could they (Assam Rifles troops posted at Thoubal Tomjing hills) open indiscriminate firing in the name of celebrating the victory?” Joy questioned. He went on to ask if there was any reason not to register a case against the personnel who opened the (See P 4)

CBI takes up case

IMPHAL, Apr 5: The CBI has started investigating the case of regularization of contract employees in District Rural Development Agency (DRDA) by using a fabricated letter of the Union Minister concerned.

Notably, MPP MLA O Joy had highlighted the issue in the recent Budget session of the State Assembly by raising a call attention motion and sought the attention of the Chief Minister to resolve the issue.

In his response, the Chief Minister had clarified that the State Cabinet’s decision to regularize the DRDA employees had not been implemented.  The Cabinet decision was being kept in abeyance as it was not clear which letter was the genuine one, the one sent by Union Minister CP Joshi or the other sent by Director Jagdish.

The Chief Minister also confided that the matter would be investigated as it involved both Central and State Ministers.  It is reported that a CBI team has launched an enquiry into the issue.

Grenade threats

IMPHAL, Apr 5: Unidentified armed persons left a hand grenade at the residence of one Thokchom Inaocha, who is an Executive Engineer (EE) in Minor Irrigation Department as some sort of a warning.

According to police report, the hand grenade was found lying near a BTS tower installed near the Lambal Mayai Leikai residential gate of Thokchom Inaocha (42) at around 11 am yesterday.

Explosive experts of the State Police Department retrieved the bomb and later detonated it safely at a nearby place.

Meanwhile, police also retrieved another hand grenade which was found lying near the Wangkhei Ningthem Pukhri Mapal residence of Maibam Joychandra (60), who is an Executive Engineer in Division-III (Imphal East & Imphal West) of Minor Irrigation Department at around 3 pm yesterday.

Joychandra is also said to be the president of Maharaj Garibniwaj Memorial Club.

In protest against the twin incident of bomb threats, Wakat Meephams were staged at Lambal and Wangkhei Ninghthem Pukhri Mapal by the respective local residents.

IMPHAL, Apr 5: An exhibition cum sales mela titled Neat Mela 2011-Show Casing Rural Produce would be organized at Indoor Stadium, Senapati from, April 12 to 15 under the aegis of ACCORDS and SEDCORMS/IFAD under the theme “Unleashing the flavors of king chilly”.

Various products of SHGs such as handloom, handicraft, agro-horti and value added products would be exhibited at the mela.

Paolun condoled

IMPHAL, Apr 5: The Doungel Inpi, Headquarters has deeply con- doled the demise of Pu Paolun Tuboi, senior MCS and Executive Director DRDA cum ADM/ADC, Imphal East, who passed away following a cardiac arrest at Shija Hospitals and Research Institute, Langol today at about 6.50 am  He is survived by his wife Pi. Rita, sons Paolenlal and Paokholen and daughter Hatneithem and Kimboi, Joy goes bombaasticContd from page 1fire and penalize him/them for murder under Section 306 of the IPC.

“We strongly condemn the Indian security forces’ indiscipline, uncontrollable and arrogant attitude”, Joy said.

He further demanded that police should take the accused AR personnel in their custody and punish them according to law.
