NEW DELHI, Mar 20: It is a fine example of adding problems to the prevailing struggle of lack of IAS officers in the state of Manipur. Mr. Devesh Devol, a 2004 batch IAS officer from Manipur cadre is pressuring state Chief Minister and Chief Secretary to relieve him to take up central deputation in the personal staff of the Deputy Chairman, Rajya Sabha.
The officer, who is holding the important charge of Home Department, has been pressurizing the state administration from Mr. V. Narayanswamy, minister in charge of DOPT, The Deputy Chairman of Rajya Sabha and Lok Sabha MP, Mr. Punia. In spite of the fact that DOPT and Manipur State administration has denied Mr. Devol’s central deputation citing the valid reason, the officer has been using his political links to ensure his deputation.
It is important to underline that Manipur is having huge law and order problem and relieving of Mr. Devol, who is holding the charge of Home Department will leave the department handicap.
The state is facing severe scarcity of the Cadre officers to run the state because as many as 16 officers are serving outside the state on deputation and any further reduction in the strength will seriously add to the miseries of the Manipur state administration. The central government has to seriously look afresh at the policy of deputation especially of the officers of North Eastern states and problem of the scarcity of the IAS officers in the region.
