ADCs To Set Up 600 School Buildings

IMPHAL, Mar 4: Injecting a new leash of life to schools which do not have proper buildings, altogether 600 school buildings would be constructed under the Autonomous District Councils at the cost of Rs 40 lakhs per building.

Out of the targeted 600 school buildings, 300 would be built within the current financial year with funding from the Non-Lapsable Central Pool of Resources (NLCPR).

The remaining 300 buildings would be constructed with loan from NABARD during the next financial year 2011-12.

A reliable source informed that Chairmen of Chandel ADC, Tamenglong ADC, Churachandpur ADC, Sadar Hills ADC, Senapati ADC and Ukhrul ADC held a meeting with the Chief Minister this morning and discussed about various development projects that would be taken up by the ADCs.

Construction of school buildings was one of the main agenda of the meeting.

It also deliberated on the absence of Chowkidars/peons in many schools functioning under ADCs, and appointment of the requisite Chowkidars and peons.

The meeting was also attended by Executive Directors of District Rural Development Agencies where they discussed about full implementation of all schemes taken up under DRDA in hill districts.

Another prominent agenda was devolution of power to ADCs.

Noting that devolution of powers have been made to the ADCs with regard to 26 departments, the meeting agreed on further devolution of power to the ADCs for the remaining departments at the earliest.

The meeting agreed on empowerment of DRDAs with regard to the remaining departments including village industry, cottage industry, Khadi and Village industry, Consumer Affairs, Food and Public Distribution and school education (up to class VIII).

Meanwhile, a joint press statement issued by the ADC Chairmen of Chandel, Churachandpur, Sadar Hills, Tamenglong, Senapati and Ukhrul hailed that the Government is doing good for the people by allotting Chairmanship of DRDA and creation of Executive Director posts for effective functioning of local self-government.

Reacting to the allegation of some pressure groups that the Government is anti-tribal, the ADC Chairmen rejected the allegation as concocted and baseless. “Let everybody understands that the policy, plans and the functioning of Manipur Government is solely welfare and for betterment of the society”, they remarked.  They further appealed to concerned to shun anti-Government activities but to extend co-operation to the Govt as well as the functions of all Autonomous District Councils. It is desirable to vest the ADC affairs to existing ADCs, they added.
