‘Commission’ Slur On MOBC Minister

IMPHAL, Apr 12: Minorities and Other Backward Classes Minister, Md Allauddin Khan has allegedly been handed a sum of Rs 7.81 lakhs as commission amount of various poultry schemes undertaken under his Ministry.

According to official documents which are with The Sangai Express, the Minister was given the said amount as ‘supply commission’ out of numerous programs initiated last year by the MOBC Directorate under its Economic Development Scheme.

As per the documents, an employee of MOBC Department namely B Malsawm withdrew the said amount from the account of the Department’s Drawing and Disbursing Officer (DDO) and handed it over to the Minister.

Payment of the amount was recorded in the form of an undertaking on September 17 with Malsawm signing on the plain-paper document along with the signatures of the then MOBC Deputy Director Dr K Lokhol Singh and another department staff, M Damu, as the witnesses.

The documents also revealed that in connection with the unauthorized payment, MOBC Director Kh Dineshchandra today dispatched official intimation to the Government along with notices issued to the Dept officials concerned for a detailed explanation.

A meeting presided by the Chief Secretary this morning along with official members of the High Power Committee constituted under the Manipur Public Servant Personal Liability Act, also focused on the issue.

It is also informed that the high power committee has already started investigating the case with a final report still awaited.

Other than the issue concerning the MOBC Department, the meeting also approved a logical conclusion be drawn with respect to a case regarding withdrawal of Rs 8.52 lakhs out of the GPF fund for staff members of Moreh Hospital by the DDO namely Dr Lungdim in collusion with the Hospital’s Laboratory Technician identified as one Md Ziauddin after the embezzled amount along with an interest amount of Rs 3.23 lakhs had already been recovered from the duo.

Cases of 12 other departments, including Works, Information Technology and Rural Development and Panchayati Raj also figured in the high power committee meeting held today, the source added.
