The True Picture Of Hills And Valley People Of Manipur, Issues Within And Outside: Examination Of Neo-Classical Fundamental Axiomatic Approach To Understand The Dynamic

To what shall I compare with the society of multi- ethnic groups living both in the hills and valley namely, Tribal, Meiteis and Muslim and others? I considered them as a distinct and each club of orange pieces holding together becoming one orange, which is seen after being peeled out the outer cover or layer, the club together becomes natural orange very delicious with distinct and nice flavor yet at the same time very soft, tender, delicate and easily breakable and juice began overflow before we eat. This very fact depicts the whole affairs in the State. The orange looks beautiful round in shape as if the part inside seem to be made up of hard diamond with single seed nevertheless, the many distinct pieces are its real component while making a complete fruit. What we encounter both in the valley and hill are of such nature, easy to fall apart when put under pressure even then they are not totally different from each other, so are people of Manipur. All human are same and equal in every respect ‘man are born free but everywhere he is in chains’ Now time is ripe to cut off the chains and let individual’s freedom held high with full dignity all over the State.

More critical issues are: – Is there justice prevailing? How about socio-economic and cultural growth and lifting of people below poverty line? Changing over time or else remaining stagnant with primitive mode of life? What about political participation and education of the masses? How about poverty alleviation and employments? What forces corruption to continue? When are we to address? What steps and precautionary measures do Government and people are after? Lastly, on top of this, climate issues have become a major development agenda where do we now stand? All these are questions pertinently haunting around me but the solution lies at everybody’s win-win strategy of head and heart with proper logical reasoning. We must come forward and initiate to fight against such social vice. Then, we can be proud to say that the hills look beyond valley and vice-versa. Then development targets will surely make a giant leap.

The simple irony of the existing fact is many people have not seen beyond hill and valley yet there is prevailing room for rum our and communication between unseen realities of life. Many people in the hills don’t ever touch and feel the valley and passes away neither do the valley people ever touch and feel the hills and does the same. This small mismatch between hills and valley seems to be the cause for small petty differences which might become major weaknesses in the process of rebuilding and restructuring the State.

To put in layman term the deprivation of education, hospital, banking, social and economic infrastructure, political participation etc are major elements which remains unaddressed consciously or unconsciously. So, the ultimate challenges are remaining behind others and others take advantages of our ignorant and move forward in the ladder of development at the cost of our own risk.

Many are drying out of human artificial scarcity and negligence for instance a pregnant mother, a snake bites, a malaria, dysentery and diarrhea in many pockets of the State have wiped out many soul in the rural areas. These make a deal where confident and trusts of the people are deteriorating on the process of bringing about change and development for 5-6 decades now. Moreover, the hills are equally gifted in agriculture and allied sectors viz. animal husbandry, forestry, fisheries, horticulture etc. along with huge natural resources like land and rivers, lakes, and beautiful mountains the actual wealth of nature lies in it; as Adam Smith elaborately discussed in his book ‘the wealth of Nature (1776)’ what are the contribution of the hills toward State Gross Domestic Product and, what are the fund flowing out to administer the hill and valley? Why? Manipur goes deficit in every budget annually? When will we stop taking central assistance? It is possible only when good political term and conditions, such dependency attitude make the whole affairs of the State feel insecure. What sort of migration is taking within and outside the State at present scenario? The labor force shift from primary sector to urban areas in pursuit of better opportunities and comforts of life mostly this shift in labor force are often ending up in tertiary occupation which is less productive compare to industrial sector and primary sector. A few elite masses also continuously leaving from rural to urban in search of good job, better amenities of life which are major concern both for rural and urban as well, rural were deprived of such elite person to enlighten them and urban were facing a space crisis out of natural population growth rate accompanied by those migrants .elite groups. There is also enough fact about elite groups and affluent few in the urban areas who migrate across State, region, within Nation and abroad etc. Those activities can be considered as a ‘drain of wealth’ from place of birth to region of settlement (second home). All such factors lead to widening gap between the haves and have-not alike. That’s how our present Manipur is reeling under acute necessity of all forms of development. How can we make a better State? Are we to wait and see only to Government whose governance is weak? Where are those societies who really love our motherland? Do we feel someone from outside will come and make our State? The solution lies in ‘we: all of us’ stand together for good cause to let in and flow progress in any direction at any eventuality. In spite of this, individual attitudes and receptive power, tastes and preference, likes and dislikes toward life count a lot in the process of making welfare modernized State. A strategy of blame game/political game speech without action is no longer practice all over the globe. In fact positive criticism/creative thought/knowledge sharing remains at top priority and not the negative and baseless critic. My humble appeals to all my brethren are to face the world of ideas boldly and join the human races in an era of the survival of the fittest.

My understanding on fundamental principle assumptions of Neo-classical economic school of thought which heavily explains agrarian structure and its mode of production: the basis explanation for a change in over all’ structure of agriculture prevailing in hills and valley of Manipur to enable us for efficient State is described as follows:

First fundamental axiomatic approach of Neo-classical economics: Methodological Individualism

This piece of literature contains lots of ideas on socio-economic aspects and explained at the individual level of agent. Unlike classical economists (Adam Smith, David Ricardo) as well as Keynesian economists (Keynes, Hayek), the first assumption is fully in tune with mid-19th century and Anglo-Celtic liberal individualism (though the opposite does not hold) as it imposes axiomatically a strict separation of structure from agency, insisting that socio-economic explanation at any point in time, must move from agency to structure, with the latter being understood as the crystallization of agents past acts which mean our socio-economic analysis of our state can also be examine on the agents of society past and rectify the bad and change for good is all we want in developed and civilized society growing together and competing is the only way for bridging the gap of existing problems between one another.

The Second axiomatic approach: Methodological Instrumentalism

The second feature says that all behavior is preference-driven or more precisely it is to be understood as a means for maximizing preference-satisfaction. Everything we do or say is instrumental to preference-satisfaction so much so that there is no longer any philosophical room for questioning whether the agent will act on her preferences. Reflecting on this second assumption we conceived that a society too has preferences and determination set up by various agents therefore all preference has no end it goes on after another yet some preference of agent has to be given or produce so that the preference driven society might mass forward and willing to reason together and be one. Satisfaction is one option to solve all types of preference in various degrees.

Methodological Instrumentalism’s roots are traceable in Daniel Hume’s Treatise of Human Nature (1739-90) in which the Scottish philosophy famously divided human decision making process in three distinct modules viz. passion, belief and reason. Passions provide the destination, reason slavishly steers a course that attempts to get us there. Drawing upon such a given set of beliefs regarding the external constraints and the likely consequences of alternative actions, therefore major obstacles in society has to be solved by going through alternative method. Whenever any issues emerge the solution always remain but finding the solution necessarily involved time and understanding. In the light of such situation/dilemma to deal with emerging problems homo-economic us is still exclusively motivated by a fierce means-ends instrumentalism. He may have difficulty defining his ends without firm beliefs of what others expect him to deploy but he remains irreversibly end-driven.

The third axiom: Methodological Equilibration

When methodological individualism turned into methodological instrumentalism, prediction at the micro (social) level was seldom forthcoming. The reason for the axiomatic imposition of equilibrium is simple, it could not be otherwise. The ideas or logic is neoclassicism cannot demonstrate that equilibrium would emerge as a natural consequence of agents rational choices. So now we can demonstrate that once at that equilibrium, any small perturbations are incapable of creating centrifugal forces able to dislodge self-interested behavior from the discovered equilibrium such components are often found in multi-ethnics society like ours.

The three axioms theoretically move to tantamount to what we, describe as methodological equilibration. It is hard to imagine how any standard drained economist could deny that her theoretical practices digress from the three methodological moves mention above. For simplicity sake we shall henceforth refer to them as the neoclassical meta-axioms. Whether it is general equilibrium theory, evolution game theory, non-walrasian theory, social choice theory, industrial economics, economic geography, new political economy, analytical Marxism, Public choice economics etc. All mainstream approaches in these fields remain loyal to the three meta-axioms above. So do development and progress of Manipur society’s both in hills and valley has to deeply understand such axioms fully and apply to the present scenario.
