Asian Development Bank (ADB) Sets Up Office In Guwahati

GUWAHATI, Dec. 13: The Asian Development Bank (ADB) has finally set up an office in Guwahati to oversee and monitor all its existing and future projects in the Northeast.

Sources said the office was established under the Multistate and Multisector Project Management Capacity Building project of ADB and the city was selected because it offers relatively easy access to other states of the region. A number of ADB-funded projects are being executed in the region and more are coming up in the future.

The office would provide project processing and implementation support to executing agencies of the region, develop implementation capacity of state executing agencies through formal training in project implementation and build public relations to help executing agencies and urban local bodies to conduct effective public relations with project stakeholders, including state government officials, municipal staff and elected representatives, NGOs and citizens’ groups.

Sources said the Northeast states do not have the capacity to execute big projects, as involvement of international development agencies has been very limited in these states. The situation has been complicated by limited availability of local contractors, who are generally not exposed to large-scale civil works contracts.

The office will consist of a project management specialist, a procurement specialist, a financial management and accounting specialist, an environmental specialist, a social safeguard and resettlement specialist and a public relations specialist. The project management and procurement specialists have been recruited and other consultants will be recruited according to need.

Not only it will have experts, it will provide expert assistance and logistical support to ADB missions when they visit the region to supervise projects. It will also provide assistance to officials of the project-executing agencies in advance project preparation activities like feasibility studies, detailed project reports, and detailed engineering designs.

Emphasis will be laid on project implementation, by reviewing documents like bidding documents and bid evaluation reports prior to submission to ADB, as well as providing advice in contract awards, contract management, construction supervision, disbursement, and financial audit.

The idea behind the Multistate and Multisector Project Management Capacity Building project is effective and efficient project implementation, leading to timely delivery of project benefits, which in turn will lead to inclusive economic growth in these states.
